Those who are stubborn, irreconcilable people. Those who have fallen away from the Lord. Those who become negligent about reading scripture. And those who do not pray.
Why? These are people who have become focused on their own way of thought and perception. For various reasons, they don't see that embracing a Christian faith is of any benefit. They have turned away from faith and no longer see any value or benefit from prayer or in trying to grow in faith.
How can someone in the above situation regain their faith and experience the power of prayer? It starts with understanding how God answers prayers and being comfortable with that. When we pray, God either answers: No. Or not yet. Or yes. Or I have something better planned for you. The second, links well with these and that is like the famous Garth Brooks' song - Thank God for unanswered prayers. And third, builds upon all of these aspects and that is a life that can be seen as being blessed and in so many unexpected ways (aka let go and let God). And remember:
"Call onto me. and I will answer you, and will show you great and mighty things, which you do not know." Jeremiah 33:3
